New Massachusetts Seal of Biliteracy Web Site
The Language Opportunity Coalition has a launched a new website at www.SealOfBiliteracyMA.org with resources developed during the SoBL pilot project from 2014-18. The site includes:
- Criteria and certificates for the Language Opportunity Coalition (LOC) Biliteracy Pathway Awards, a compliment to the State Seal of Biliteracy that can be awarded to students at lower grade and language proficiency levels.
- Links to criteria and regulations for the MA State Seal of Biliteracy on the DESE website: http://www.doe.mass.edu/ell/biliteracy/
- Implementation resources that can be used for the state and/or LOC awards, including timelines, best practices and exemplars.

Submit to MATSOL Currents
There’s a lot going on in the world of TESOL and EL education, and we’d like all of it to be reflected in MATSOL Currents! We welcome reviews of books and materials, reports on meetings and events, personal experience accounts, and articles on everything of interest to MATSOL members. We also want to support our members to develop an article for publication, so the editors can give you feedback on a draft article or on an idea for an article you are thinking about writing. Culturally Responsive Teaching: A 50-State Survey of Teaching Standards
New America analyzed professional teaching standards in all 50 states to better understand whether states’ expectations for teachers incorporate culturally responsive teaching. To support this analysis, we identify eight competencies that clarify what teachers should know and be able to do in light of research on culturally responsive teaching. Our research finds that while all states already incorporate some aspects of culturally responsive teaching within their professional teaching standards, the majority of states do not yet provide a description of culturally responsive teaching that is clear or comprehensive enough to support teachers in developing and strengthening their CRT practice throughout their careers. Note: Massachusetts is cited in this report in "Excerpts from Excellent Teaching Standards Documents" for Standard 3 (“Family and Community Engagement”) which calls on teachers to engage “in regular, two-way, and culturally proficient communication with families about student learning and performance." As the U.S. workforce ages, baby boomers retire, and birth rates decline, the United States is facing an estimated shortfall of 8 million workers between now and 2027. At the same time, the U.S. economy is becoming ever more knowledge-based. Having a marketable postsecondary credential, whether an academic degree or a professional certification or license, has become more of a necessity to secure a job that pays a family-sustaining wage. Massachusetts Latino Population: 2010-2035
The Latino population in Massachusetts continues to grow at a rapid rate. From 2010 to 2017, the Latino population increased by 28%. This represented about 60% of all population growth in the Commonwealth. Using a cohort-component methodology, the Gastón Institute projects that by 2035 the Latino population will grow to over 1.15 million and represent nearly 15.3% of the population. This growth will be due more to future Massachusetts births than to international migration.
