ADVOCACY ALERT: ELL Bills

This is the last week for the MA Joint Committee on Education to refer out two important bills for ELL education.  Please voice your support for these bills by Tuesday, March 18!

Bill H.479/S.225, “An Act Relative to Enhancing English Opportunities for All Students in the Commonwealth”

  • Allows for ELL language instruction program flexibility that encourages districts to consider research-based educational programming that builds on the home languages and cultures of their unique student populations and recognizes their first languages as assets to the students themselves and to the whole community.
  • Ensures ELL program quality and accountability to determine whether school districts are meeting their obligations toward ELLs, including certifying and training all teachers who are in contact with ELLs.

Bill H.533, "An Act to Promote Global Trade and Economic Development through Dual Language and Biliteracy"

  • Establishes a Seal of Biliteracy in the Commonwealth of Massachusetts 
  • Provides for an office and a director of dual language programs in the Commonwealth. 
  • Allows students to document foreign language proficiency upon high school graduation and certifies attainment of a functional level of proficiency.
